TARC's CMAQ fate

Congestion Mitigation and Air Quality grants appear to have been announced, and TARC got some stuff, but really it sounds like not enough. According to the C-J article, TARC "will receive more than $1 million from the federal government to buy five new buses with lower-polluting engines to replace five aging buses." Given the fact that they're swapping 5-1, I'm guessing these buses aren't hybrids, they're "clean diesels". The latter don't have quite the fuel efficency gains of the hybrids, and it doesn't really make sense to be buying them unless you've flat busted or have an irrational exuberance about oil prices direction over the next 5 years. Still, something is better than nothing.

Gov Beshear Vetoes Highway Plan

From the Governor's press release:

FRANKFORT, KY – Gov. Steve Beshear today vetoed House Bill 79, the Legislature’s version of a highway construction plan, citing the unprecedented manner in which it would have constrained his administration in the coming biennium.
