Is there a usable sidewalk on the other side of the street, and a legal way to get there?
It appears that CART has brought about a change in policy! The Mayor's office doesn't want the demonstration of the week! Way to go!

Both sides are symmetrically closed.
Last I saw, the bike/ped folks were investigating the cause.
